redevelopment of an existing car sales site to provide a 18,000 sq ft of air conditioned
office building on the outskirts of the town centre. The two-storey building is
sited adjacent to the River Wye, which flows around two sides of the site. A six-metre
"nature" zone has been formed between the river's edge and the building, planted
